That hand belongs to "Nicodemus" (voiced by Derek Jacobi) and this is Don Bluth's well regarded animated film The Secret of Nimh (1982). Correctly guessed by "Be Right Back".

Step's right. It is absolutely Nicodemus from The Secret of NIMH.
I thought if it could have been the Pagemaster starring Mac Culkin for a second. But, clearly not.
It's absolutely Nicodemus. The Secret of NIMH is magical, by the way; one of *the* best literary screen adaptations—and Mrs. Frisby and the Rats of NIMH was one hell of a source material—ever made.
P.S. Isn't it a shame that Hollywood animators don't tackle (with the exception of Coraline) dark, thorny children's stories anymore?
This film is a miracle. In a time when Disney animation had clearly lost its way, Don Bluth created this masterpiece. I like to believe that Nimh, and the weaker but still very good films An American Tail and Anastasia pushed Disney into the 2nd golden age we saw in the 90's.
Long live Mrs. Jonathan Brisby!
